Sign Permit Application Form

If you are installing a new or replacing an existing sign within the Village of Richmond you are required to complete and submit the required documentation. Signs are reviewed by the Community Development Committee, which makes a recommend to the full Village Board for approval. Please complete the application below. If you are a business owner who is sponsoring an event and wish to place a Banner on the Village’s Downtown Street Poles, please see the Village’s Policy below. Please contact the Administrative Clerk for scheduling.

Freedom Of Information Act (FOIA) Request Form

Request for Public Document

All requests for public documents shall be made in writing, directed to a FOIA Officer and shall be submitted via personal delivery, mail, fax or email. The Village and Police Department prefers the use of the FOIA Request Form below, but will honor all requests lawfully submitted to the Village or Police Department even if it is not submitted on the attached FOIA Request Form. Any written request submitted to the Village or Police Department for a public record shall be deemed to be a FOIA request and treated accordingly.


The following fees shall apply and shall be payable by the Requestor prior to receiving the requested public documents:

Copies – Legal or Letter Size: $0.15 per page (No charge for first 50 copies)

Copies – Color or Ledger Size: Actual cost of reproduction

Certification: $1.00 per document plus copying costs

Recording Media: Actual cost of media

Mailing: Actual cost of postage

Temporary Vendor Permit (On Public Property)

NOTE: Temporary Vendor Permits on Public Property requires Board Approval. Please email completed application to the Village Clerk at at least 30-days prior to the date of the event, in order for the Village Board to grant approval of permit. Upon notification of approval, payment can be made on the Village website under the “Pay Online” tab.

Non-refundable fee of $30.00 per day required at time of issuance.

The permit will be in effect for only the dates listed on permit.

Temporary Vendor Permit (On Private Property)

NOTE: Temporary Vendor Permits on Private Property requires Village Clerk Approval at least 10-days prior to the date of the event. Email completed application to the Village Clerk at Permission in writing by Property Owner is Required and must be submitted before permit will be issued. The permit will be in effect for only the dates listed on permit.

Non-refundable fee of $30.00 is required at time of issuance of permit. Payment can be made on the Village website under the “Pay Online” tab upon approval.



For the April 6, 2021 Consolidated Election ONLY!!

Registered Voters will not be voting at Grace Lutheran Church, but instead will vote at the Nippersink District Library located at 54818 Hill Road, Richmond, IL.


Halloween Guidance from the State of Illinois Department of Public Health

Trick-or-Treating in the Village of Richmond will take place on October 31st during the hours of 1 pm to 5 pm.

Halloween Etiquette
Homes that would not like to participate are encouraged to keep porch lights off. Please respect this signal that no candy is available this year. 

Conversely, if you would like to participate this year, keep those lights on!
