Code Enforcement

The Code Enforcement Department safeguards the health, safety, and appearance of Richmond by applying the International Property Maintenance Code, the Richmond Municipal Code, and the Richmond Unified Development Ordinance to every residential and commercial property.

Typical Violations Reported to Us:

  • Deteriorated, damaged, or leaking roofs
  • Broken or missing window glass
  • Flaking or peeling paint
  • Lack of running water or adequate heat
  • Unsanitary conditions or rodent infestation
  • Overgrown grass or noxious weeds
  • Inoperative or abandoned vehicles
  • Electrical hazards
  • Signage violations
  • Open or vacant structures
  • Dilapidated buildings
  • Any other conditions that render a property substandard or unsafe

How the Compliance Process Works

Step 1 – Inspection
A code official conducts an inspection, either in response to a complaint (reactive) or after independently observing a possible violation (proactive). The purpose is to determine whether a code infraction exists.

Step 2 – Courtesy Notice of Violation
If a violation is confirmed, we issue a written Courtesy Notice of Violation. This document explains the problem, cites the relevant code section, and offers practical suggestions for correcting the issue. It is not a fine; its goal is to inform and guide. If additional time is needed, simply contact the code official to discuss an extension. Most violations can be remedied quickly and with minimal effort—for example, mowing overgrown grass, repairing a broken window, or removing an inoperative vehicle.

Step 3 – Re-inspection
On or after the date specified in the notice, we revisit the property. When the violation has been resolved, the case is closed and no further action is required.

Step 4 – Abatement (When Necessary)
If a violation is not corrected and it threatens health, safety, or the community’s appearance, the Village may authorize remedial work—such as mowing, debris removal, or boarding a vacant structure—and will assess all associated costs to the property owner and/or tenant.

Step 5 – Citation / Complaint
If the violation is not resolved by the compliance date, we will issue a Citation/Complaint requiring you to appear before a judge. Court involvement—and any fines it may impose—can be avoided by correcting the violation promptly and staying in close communication with the Code Enforcement Department.
